Senator Vows To Fight For Coal
Rockefeller wary of ‘cap and trade’By JOSELYN KING
WHEELING - He stood behind President Barack Obama when Obama was sworn into office in January, but U.S. Sen. Jay Rockefeller may not stand as close when it comes to "cap and trade."
As the massive climate control legislation makes its way into the U.S. Senate, Rockefeller, D-W.Va., is questioning whether "cap and trade" - pushed by the Obama administration - is in the best interests of West Virginia.
"Sen. Rockefeller followed the process in the House on the climate change legislation very closely, and he continues to have serious concerns about the House bill," said Jessica Tice, spokeswoman for Rockefeller. "The Senate process is in the beginning stages, and Senator Rockefeller will continue working with his colleagues to make sure West Virginia's interests are represented."
The Senate Environment and Public Works Committee is to begin marking up the cap and trade bill later this month, with floor debate scheduled for September or October.
Rockefeller said Wednesday he has been receiving much input from constituents.
"I'm glad to hear from so many West Virginians about this really important issue," he said. "I will absolutely fight for the future of coal and jobs in our state. I will not support an energy bill that threatens West Virginia's future.
"Technology can make coal even cleaner, but our nation cannot survive without energy from coal," he added. "People in the rest of the country need to know how dependent on West Virginia coal they are."
Cap and trade legislation - also known as House Resolution 2454 - aims to reduce carbon emissions from coal-fired power plants over the next 40 years. It establishes a program that allows pollution permits to be bought and sold.
The measure narrowly passed the U.S. House on June 26 by a vote of 219-212.
Earlier this month, U.S. Sen. Robert Byrd, D-W.Va., said he opposed cap and trade legislation as it currently stands.
In Ohio, Republican U.S. Sen. George Voinovich also is against the bill, according to his office. A full statement on his position was not made available.
U.S. Sen. Sherrod Brown, D-Ohio, meanwhile, is reviewing the climate change legislation.
"He's working on the Senate bill so that it protects Ohio consumers, invests in manufacturing and ensures the competitiveness of U.S. industries," said Meghan Dubyak, spokeswoman for Brown.
"He authored legislation - which was included in the House-passed bill - to create a revolving loan fund to help small and mid-sized manufacturers retool for the clean energy industry. His first priority when it comes to clean energy is jobs."
Brown's IMPACT Act creates a $30 million revolving loan fund. This fund is intended to help small businesses transition to the clean energy economy by providing credit for needed upgrades and improvements. The measure was included in the House bill by U.S. Reps. Zack Space and John Boccieri, both D-Ohio.
Both Space and Boccieri were among those voting to pass cap and trade in the House, while U.S. Reps. Alan Mollohan and Nick Rahall, both D-W.Va.; Shelley Moore Capito, R-W.Va.; and Charles Wilson, D-Ohio, all voted against the legislation.
"It wasn't ready for prime-time, as far as the interests of my constituents are concerned," Mollohan said. "I will say it came a long way from the time it was introduced by Rep. Henry Waxman (D-Calif.) on the House floor."
Mollohan noted that he had concerns about the percentage of carbon emission reductions intended by the bill.
The legislation, as passed, would cap carbon emissions at 17 percent below 2005 levels by 2020. Mollohan believes a more realistic figure to be 12 percent to 14 percent.
"I think it would be better for coal, utility, the mine industry and mine workers to continue their input as the legislation is presented on the Senate side," he continued. "Then we can see if can have improvements.
"If it is possible for them to look at the improvements and say that the bill is at that point acceptable, we will reconsider our position on the legislation," Mollohan said. "Assurances have to come from the industry that this legislation will not destroy West Virginia's economy."

Palin does not support cap and trade. Palin supported McCain, and like a good trooper did not undermine the position of the lead candidate. Unlike Biden, who regularly put his foot in his mouth. Biden was called the smartest man in the Senate. The sad thing is, listening to Rockefeller, that may be right.

Truth, I want a straight answer. I know school crossing guards with more practical experience in the real world than Obama. He has had one job in the private sector I know of, and he wasn't very good at it. He went to private schools, and snooty elite colleges (I know what they are like, I went to one as well). His political mentors are avowed Communists and heavy-duty socialists. What on earth makes you think this guy knows what he is doing? Both GM and Chrysler had real plans that would have kept them alive. I'm in the auto industry, and I talk to high level folks there. Chrysler had a reasonable plan to stay out of bankruptcy, and looking at car sales since they filed, it would have worked. But for all he says he did not want this, his actions say he did. Any idea who owned most of that GM stock? Pension funds and insurance companies. So Obama stole the company from widows and orphans and will raise your insurance premiums. How does that benefit you?

Truth, most of us were unhappy with McCain, but he was a better choice than the Bamster. Let's recall, the reason he got on top was New Hampshire, where a bunch of Massachusetts folks showed up, said they might move up there and voted in the primary. Perfectly legal, but guaranteed to give weird results. John was almost last on my list, above Huckabee, but it was him or Obama. Since there's no "None of the above" choice for President, I picked him. Fortunately, next time he will be gone. Only two losers have come back and won, Cleveland and Nixon, so we are rid of that loser.

It doesn't seem reasonable that Palin would, in any way, be in favor of a Cap & Tax bill when she was the Gov. of an energy producing state. Nor would it make sense for WV, Ohio, Ky, & Pa Senators to be in favor of Cap & Tax.

Truth I can only surmise that Democrats are frightened of Palin. Why else would you continue to talk about and insult a governor who served 2 1/2 years of her only term in a far off state? Yes, she frightens you. If she had more intelligence, better judgement and better advisors, she would be your next president. As much as I love Gov. Palin, I think she's gotten some horrible advice-much of it from so-called Republican "experts". She has also made some bad choices. However, the ethics complaints, which have all been dismissed, have cost her $500,000 in legal bills. She is broke. She has been offered a multi-million book deal and Alaska law would not allow her to accept that money while in office. So, in effect, smear efforts forced her from office. The Clintons sold military secrets and nights in the Lincoln bedroom to pay their legal fees. She's writing a book. That is a huge difference.

Kubotaman: I am aware McCain didn't win but it had less to do with McCain and more to do with Obama as to who won. McCain supported cap and trade. Palin supported cap and trade. It's on the record with several national news sources. Only now that the GOP has come out against cap and trade is Palin against it. Sort of like that Bridge to Nowhere.

TruthSeeker: You are a little misguided in your thinking....McCain did not win BECAUSE he supported things such as Cap & Trade. By the way, Palin did not nor does she support Cap & Trade.

Why not vote out all 535 members of Congress? Next election, vacate their seats, and elect new blood. The Founders never wanted career politicians. They hoped that Congress would turn over because they feared exactly what we have now. Why not cut Congressional pay? Require that all members of Congress receive $1 per yer more than the median national income. Give them HMO benefits with high deductibles and a lack of choices. Give them Social Security for their retirement. Cut their perks. Make them pay for their vacation travel. Tax them at the top federal rate, regardless of their actual income. Also, pass a law that requires spending to be cut by 1% per year, privitzes Social Security and Medicare and upholds the letter and the spirit of the 10th Amendment.

I believe Truth is referring to McCain's support of Cap & Trade in the election. You see to blind partisans you vow undying support (regardless of logic) for EVERY issue your candidate supports. Fortunately most people can separate issues from idealology and make informed decisions. Partisans refer to this as "hypocrisy"!

Truth, huh? 211 Dems and 8 turncoat GOP (who were bought off by selective pork) voted in favor of the Cap and Trade bill as proposed by the Obama administration. How does that have anything to do with McCain/Palin? Honesty is right, vote ALL of those 219 OUT and make it clear to your Senators they will suffer the same fate.

Jay says he'll vote for coal, but he's a spineless and not terribly intelligent party hack, so we'll see. In any event, write or call his office and beg, plead, demand, cajole and otherwise ask him to vote AGAINST this hideous legislation.

I feel the Obama administration in the worse economic crisis to ever hit this country and a majority (so far) of power-crazed politicians are going along with this lunacy. Cap and Tax is a disaster for the USA and is absolute “Industrial Genocide” for the upper Ohio Valley. These bozos basically told you they were going to wipe out the coal industry directly and the steel industry indirectly and some of you fools voted for them, now we all suffer the consequences. The US has as much coal as Saudi Arabia has oil. Clean coal, nuclear, oil, and gas are the only proven technologies that can produce large amounts of energy at reasonable prices to supply the future energy needs of this great country. The alleged “green tech” is still early in development, only works in certain areas of the country (solar, geothermal, wind) and is not ready to supply the mucho Megawatts 24/7/365 we need. All for a gas that is only 0.04% of the atmosphere. Lunacy!

Anyone remember 1972? The bumper stickers back then said "Import jobs, Export Rockefeller" Rockie was an anti-coal (especially surface mining) do-gooder who came here to assuage his guilt for having been born rich --- and keeping us poor and beholden to our betters seemed to be his answer.

"Cap and Trade" is just "smoke and mirrors!" Let me explain; US creates 100 tons of co2. Manufacturer A creates 10 tons and would like to increase the output. Manufacturer B creates 1 ton, because of a cleaner process, but is allowed to produce 2 tons. Manufacturer B then sells 1 ton co2 credit to A. It's a bit more difficult than this example but it's how it will work. BTW some companies (AL Gore) have started businesses that will trade and sell these co2 credits. Rich will be laughing all the way to the bank!
